Joe is a national leader on community development. A veteran CDC director, he led Carter's office for neighborhood-based development; then the Development Training Institute (DTI), "the country's premier trainer of CDC leaders." Writing includes a textbook, Community Economic Development for Social Workers (Columbia University Press); On the Edge: America's Middle Neighborhoods (chapter); and now Supporting Emerging Leaders for Community Development, a study and action plan, for the Alliance.
